A recent survey of U.S. dioceses, conducted between 1995 and 2005, asks the question, "Does the bishop really matter?" with respect to the health of a diocese. The answer certainly seems to be "Yes!" and while I don't disagree, you'll have to read the report yourself to find out how they came to this answer. It's about 30 pages, but I think you'll be very interested to learn how Arlington ranks among U.S. dioceses. I'll give you a hint: in 1995 she ranked number 1.
